RULES AND REGULATIONS 2006   

SANTEE CLASSIC

APRIL 8-9, 2006

 

AYSO – REGION 341

IN ACCORDANCE WITH AYSO NATIONAL RULES AND REGULATIONS, THE FOLLOWING WILL BE STRICTLY ENFORCED:

1)     No smoking will be permitted in the vicinity of the fields of play.

2)     No alcohol will be permitted in the vicinity of the fields of play.

3)     No animals will be permitted in the vicinity of the fields of play.

 

General

The Tournament Director will have jurisdiction over all games played in the tournament.  All disputes will be resolved immediately by the Tournament Director or as soon as possible thereafter.  ALL TEAMS MUST PLAY ALL THEIR SCHEDULED GAMES.

 

Dates of Tournament

The Santee Classic will be held Saturday April 8 and Sunday April 9, 2006. In case of any weather problems, the schedule may be modified or the tournament may be rescheduled.

 

Location of Tournament

            The fields are all located in the city of Santee.

 

Tournament Scope

This tournament is an AYSO Invitational and will be open to all AYSO teams, including APP teams, all-star and tournament teams. Since there will be only 8 teams per division, no team rankings will be done for this tournament. The 1st 8 teams that register and make their payment will be admitted to the tournament

Each division (Boys and Girls) will be composed of 8 teams (2 pools of 4).

 

 

 

Tournament Fees

            U10 teams - $300.00 per team

            U12, U14, U16, U19 teams - $375.00

 

Referee Deposit

There will be a required referee deposit for all teams of $150.00.  The referee deposit will be returned in full within 14 days after the tournament.

Payment

ONE REGIONAL CHECK is required. The check will include the tournament fee along with the referee deposit.

A team will be considered accepted, when their application has been received, either on line or by mail, and a regional check has been received for the tournament fee and referee deposit.

 

A list of accepted teams will be available on the tournament web site.

 

 

Eligibility of Players

 

A.         Coaches are responsible for ensuring the eligibility of their players.  All team rosters will be verified by the appropriate Regional commissioner, and is subject to verification through AYSO National’s computerized registration file.

 

B.         Failure to prove eligibility or falsifying of players will result in the team’s expulsion from the entire tournament with no fee refund.  Teams scheduled to play against a team expelled from the tournament will be given a forfeit win, score of 1-0 with 8 points.

 

C.        Ages of Players:

1.       Division U10-Players must be   9 years of age or younger as of July 31, 2005

2.       Division U12-Players must be 11 years of age or younger as of July 31, 2005

3.       Division U14-Players must be 13 years of age or younger as of July 31, 2005

4.       Division U16-Players must be 15 years of age or younger as of July 31, 2005

5.       Division U19-Players must be 18 years of age or younger as of July 31, 2005

 

C.        Players must be registered with AYSO.

 

D.         All coaches must carry the AYSO Registration / medical release form with an original (parent or guardian) signature for each player at all times.  If the forms are not present at the field, the players may not participate.

 

F.          Your Regional Commissioner is responsible for certifying the eligibility of the player and must sign the Tournament Roster.

 

G.        There will be a maximum of 3 guest players allowed per team. A guest player is defined as an AYSO player who comes from a different AYSO team or AYSO Region than the one entering the team into this tournament. A signed letter of approval to participate from the player’s regional Commissioner (home region) must accompany the roster stating which tournament(s) the guest player may participate in.

 

I.                    No “outside players” will be allowed to compete in this tournament.  An “outside player” is defined as any individual not currently registered in AYSO or is not participating in the current or just –concluded regular season program.

 

 

 

Team Format

 

A.         Division U10: 7 vs. 7

 

B.                   Division U12, U14, U16, U19: 11 vs. 11

 

C.                 Properly completed game cards (total of 4 game cards) shall be presented during check in and those cards will be given to the referee prior to the start of the game. The game cards shall include all the names of the players that are listed on the team roster, whether or not the players are present. The game card will show players full name and they will be listed in numerical order on the card.

 

D.                 The home team will be on the North or West side of the field.

 

E.                   Only 2 coaches are allowed on the sidelines. They shall remain on their own side of the field and will remain in the coaches’ area (10 yards from either side of the half line).  Players shall remain on their designated sidelines.

 

F.                   All coaches, substitute players and spectators will allow enough room on the sidelines so that the Assistant Referees can carry out their designated duties.

 

 

Team Rosters

 

A.                  Team rosters must be completed and sent in to the tournament by March 3, 2006.

 

B.                   Rosters may be filled out on line (see web site) 

 

C.                 Team roster may also be downloaded and then mailed in to the tournament.

 

D.                 No roster changes can be made once the team has checked in for their 1st game.

 

E.                   There will not be any charges for roster changes.

 

Check In Procedures

 

A.         All players and coaches must check in with the Field Coordinator prior to their first match of the tournament.  Registration forms, photo ID’s, and player’s equipment will be checked at this time.  All players must check in with the field coordinator before they can play.  Teams will report to the Field Coordinator 25 minutes prior to the rest of the matches.

      

 B.        Game balls will be provided by the field coordinator.  The Home Team is responsible for changing to their alternate colors. The home is the team listed first on the game schedule.  

 

C.        Prior to all other matches in the tournament, teams will report to the Field Coordinator’s Tent at least 20 minutes before the scheduled start of the match.  Player’s equipment and game cards will be checked by the Field Coordinator, Referee, or other tournament official.

 

D.         At the time of check in, a tournament official will highlight any player not present.

 

E.         A player, not present at the team check in, must check in with their coach (team official) before being allowed to play. The coach must present the players medical release along with all remaining games cards. A tournament official will initial that the highlighted player has been checked in and is allowed to play.

 

D.         Coaches are responsible for maintaining control of their players and their parents.

 

E.                   Referees are responsible for the safety of the players, following the tournament officiating guidelines, starting the match on time, and properly reporting scores and misconducts.  

A 5 minute half-time break is allowed.

 

 

Uniforms

 

A.                  Each player will wear a matching uniform. All uniforms will be in accordance with AYSO National Rules and Regulations.

 

B.                   All players must wear shin guards that are of appropriate length and will be worn under the socks.

 

C.                 Standard AYSO rules of safety apply, pertaining to headgear and glasses and decisions will be made at the discretion of the referee.

 

D.                 No jewelry or casts of any kind will be allowed.

 

E.                   AYSO will not prohibit the use of knee braces by players in AYSO events and programs provided that the brace is adequately covered and padded in the judgment of the referee, so as to eliminate the possibility of its causing injury to the other players on the field of play        ( National Policy Statement 2.9 )

 

 

Cautions and Send Offs (Yellow and Red Cards)

 

A.         Any coach asked to leave the field must do so immediately, and will be prohibited from coaching or attending the next scheduled game.

 

B.         The referee will complete a Game Misconduct Report for any game in which a coach is sent off.

 

C.        In the U16 - U19 divisions, a coach may substitute a cautioned player if they wish to do so. The referee will allow the substitution.  The opposing team may also substitute the same number of players.

 

D.                 Two cautions (yellow cards) in one game on the same player will equal a send off (red card) and result in a 1 point deduction from the teams total points.

 

E.                   Cautions will not carry over to the next game. No points will be deducted for cautions except vas described in D.

 

F.                   If a player receives a send off, they must leave the field of play immediately. An ejected player will not be allowed to play the next game.  This player can not be replaced with a substitute for that game

 

G.                 One (1) point will be deducted from the final team points for every send off during the tournament.

 

H.                  The referee must complete a Game Misconduct Report for any game in which a player is sent off.

 

I.                     Coaches are responsible for the conduct of the team’s spectators.  If asked to by the referee, that coach will undertake any steps reasonably necessary to insure the spectators conduct. If the referee determines that the spectator must leave the field, it will be the responsibility of the coach to ask the spectator to leave the field.  The referee may ask the tournament official (at their discretion) to not allow the spectator to attend the next game.

 

J.                   The Tournament Director along with 3 members of the tournament staff shall have the right to impose additional disciplinary sanctions is they feel these sanctions are warranted. Before any further disciplinary action is taken, they will confer with the referees and the coaches who participated in the game. They may also choose to hear input from other people if necessary. Additional disciplinary actions include, but are not limited to, additional game suspensions for players or coaches, expulsion from the tournament for said player or coach, or the expulsion of the entire team from the tournament.

 

Pool Play

 

      A.         All teams will play 3 pool games. Pool games can end in ties. There will be no over time games during pool play.

 

B.                   Teams will receive the following points:  (Maximum of 10 points per game)

1.       Win                   6 points

2.       Tie                    3 points

3.       Goals                1 point per goal – up to 3 goals per game

4.       Shut Out           1 point

4.    Red Card        1 point deducted for each red card

 

C.        A score of 0 to 0 will receive a total of 4 points (3 points for a tie and 1 point for each team’s shut out)

 

D.         A team is considered a “no-show” if unable to field the required minimum number of players within 10 minutes of the scheduled start of the match.

 

E.         The required minimum number of players for Division U10 is 6.

 

F.          The required minimum number of players for Divisions U12 - U19 is 7.

 

G.        A team with a no-show opponent shall receive eight points and all opponents of the            no- show team will be awarded eight points for those games.

 

H.         The team listed first on the game schedule is the home team.

 

J.          Game scores and standings will be available at all fields as well as the tournament website.

 

Duration of Games

 

      A.         U10 pool play games will be forty minutes with a five-minute half time.

 

      B.         U12 – U19 pool play games will be fifty minutes with a five-minute half time.

      

C.        Coaches from both teams are required to sign the game cards after the game has completed.

 

Substitutions

 

A.        Substitutions for U10 – U14 divisions will be approximately half way through the first half of the game, halftime, and approximately half way through the second half of the game. 

 

B.         U16 – U19 divisions shall use free substitutions.  Substitutions are allowed prior to any goal kick and prior to any kick-off (after a goal is scored).  The team possessing the ball may also substitute on a throw-in, and if they elect to, the opposing team may also substitute players. 

 

C.        Substitutions may be also be made in the event of an injured player.  If a team substitutes an injured player or players, the opposing team may substitute the same or fewer number of players. 

 

D.         All substitutions in divisions U16 – U19 will be monitored by a fourth official.

 

Tie Breakers after Pool Play

 

A.         Head to head competition.

 

B.         Fewest goals allowed.

 

C.              Most shut outs.

 

D.         Goal differential up to three per game.

 

E.         Kicks from the Mark

 

 

 

Game Protests

 

There will be no protests allowed.  The decision of the referee is final.

 

Awards

Medals will be awarded to the first, second, third and fourth place finishers in all divisions.

 

Medal Games

A.         The top team in each pool plays for first and second place.

 

B.         The second place team in each pool will play for third and fourth place.

 

C         All medal games will be regulation length games.  The game durations are as follows.

 

            U10             25 minute halves

            U12             30 minute halves

            U14             35 minute halves

            U16             40 minute halves

            U19             45 minute halves

 

Overtime Play

A.         Free substitutions will be allowed for all divisions during overtime play.

 

B.         U10, U12, U14 divisions will have two full five minute overtime periods.

 

C.        U16, U19 divisions will have two full nine minute overtime periods.

 

D.         Once the overtime has started, both overtime periods will be played. There is no “Golden Goal”.

 

C.                 If the score remains tied after the two overtime periods, the winner will be decided by kicks from the mark.

 

 

Medical and Safety Information

 

A.                  The Tournament Director will notify both the Sheriff’s Department as well as the Fire department/Paramedics of the tournament dates and game schedules in case they are needed at the fields during the weekend.

 

B.                   All fields will be supplied with basic First Aid kits.

 

C.                 Emergency phones numbers will be available at all fields (see Field Staff)

 

D.                 There will also be Incident Reports available at all fields. Coaches will be responsible for completing the forms for their team. A copy must be left with the Field staff for the tournament records.

 

 

Refund Policy

 

A.         A full refund will be granted if another team is available to fill in within 30 days.

 

B.         If no replacement team is found then AYSO Region 341 will be keep all fees.

 

C.        If a team does not show for their scheduled games during the tournament, there will be no refund.

 

D.         No refunds will be given for games not played.

 

E.                  Referee deposits will be refunded within 14 days if all referee requirements are met.

 

 

Tournament Calendar

 

A.                  The tournament website link will be available as of January 1, 2006.

B.                   On line applications will be accepted as of January 9, 2006.

C.                 Once the tournament application and Regional check has been received, we will notify the coach of their acceptance.

D.                 A list of accepted teams will be posted on the web site.

E.                   Teams will be placed on a waiting list once the division has been filled.

F.                   Final rosters are due by March 3, 2006.  Changes made after that date will need to be approved by the Tournament Director.

G.                 All coaches’ information, schedules and referee information will be available on the tournament web site.

H.                  Game schedules and referee schedules will be posted on the web site no later than April 1, 2005. Please check the schedule for any last minute changes that may be made. The final schedules with any changes that have been made will be available at all field sites.

I.                     Games will start begin at 8:00 am Saturday April 8, 2006.

The Tournament Director has the authority to make decisions as necessary during the tournament.
